Increasing stakeholder participation in forest law reform processes

This policy brief examines nine projects in Africa and Asia supported by the FAO-EU Forest Law Enforcement, Governance and Trade (FLEGT) Programme in the context of implementing the European Union’s FLEGT Action Plan to address illegal logging through demand-side and production-side measures.

Analysis of the case studies found that while participatory processes may take longer and are more costly than traditional in-house policy development carried out
by government agencies alone, the long-term benefits are substantial.
